Summary. This paper develops a techno-economic framework for deploying broadband networks in rural and remote areas, addressing the challenge of high infrastructure costs versus low operator revenue. Using cost-of-ownership analysis and financial feasibility techniques, the authors demonstrate how to reduce subscription costs for end-users while maintaining operator profitability. A case study in the Brazilian Amazon shows the framework can deliver equitable digital access by lowering deployment expenses.
