Living labs - instruments of social innovation in rural areas
Summary. Living labs in Romanian rural communes successfully drive social innovation through ICT projects targeting education and health, despite universal digital divides. Programs teaching digital literacy to elderly populations show promise, particularly in communes near cities. The paper identifies barriers to ICT adoption and recommends objectives for future program designers to improve implementation outcomes across Romania's 2,700 communes.
