Summary. Nigeria's aerospace sector depends entirely on imports, costing over $500 million annually in foreign exchange despite having Africa's largest aviation market and geographic advantages. This paper proposes a phased pathway from 2026 to 2045 moving from importing to innovating, starting with drone industrialization, then maintenance and components, licensed assembly, and finally indigenous design. Implementation requires industrial policy, infrastructure investment, and skills development to generate 95,000 jobs and $2.8 billion in forex savings.
