Systemic problems affecting co-innovation in the New Zealand Agricultural Innovation System: Identification of blocking mechanisms and underlying institutional logics

Summary. This study identifies systemic barriers preventing co-innovation in New Zealand's agricultural sector, where farmers, researchers, and other actors should jointly drive technological and social change. The analysis reveals three main blocking mechanisms: competitive science operating in isolation, hands-off government innovation policy, and science-dominated approaches. These institutional barriers persist across many countries and prevent co-innovation principles from being adopted in agricultural policy. The paper argues that transformative policy instruments are needed to overcome these entrenched structures.
