Cost-Effectiveness Diagnostics for Off-Grid Energy Systems in Rwandan Rural Communities: A Multilevel Regression Analysis

Summary. This study evaluates off-grid energy systems in rural Rwanda using multilevel regression analysis to identify what makes them cost-effective for agriculture. Larger system capacity and community co-management significantly improved cost-effectiveness, while diesel hybrid systems performed worse than pure solar. The research shows that both technical scale and governance structures determine economic sustainability, and that policymakers must invest in community management capacity alongside technical infrastructure.
