Evaluation of rural broadband network based on broadband universal service management system
Summary. China's rural broadband universal service program successfully expanded network access to villages in impoverished areas. Evaluation using key performance indicators shows that average network speeds reached 60 Mbps, significantly exceeding the 12 Mbps service obligation. The telecom industry's coordinated efforts have substantially increased broadband penetration in rural regions.
