Sisyphus’s Broadband: Exploring models of rural community participation in digital infrastructure and connectivity

Summary. Rural communities face persistent digital divides in infrastructure and internet access. This paper develops a set of models describing different approaches rural communities use to build local internet connectivity. The models aim to help communities understand their options and challenges when pursuing community-led digital infrastructure initiatives, addressing a gap in empirical evidence about which approaches work best.
