Summary. Digital tools are transforming how peripheral rural communities address local challenges in communication, healthcare, and mobility. This study of five German villages identifies how digitally supported social innovations develop through three phases: inspiration, emergence, and consolidation. The process follows a linear-circular pattern, combining targeted problem-solving with creative feedback loops that generate new ideas throughout implementation.
