Relationship between R&D grants, R&D investment, and innovation performance: The moderating effect of absorptive capacity
Summary. Government R&D grants and private investment both boost regional innovation performance in China, but grants can crowd out private investment. A region's absorptive capacity—its ability to acquire and use knowledge—strengthens the link between R&D spending and innovation results, yet weakens the grant-to-innovation relationship. China should improve institutions and talent flow to enhance innovation efficiency.
